Alcohol and Drug Abuse Prevention and Control Program

The Alcohol/Drug Abuse Prevention and Control Program (ASAP) was established on Sept. 28, 1971, for the identification and treatment of alcohol and other drug dependent persons in the Armed Forces.  Federal statutes require that all Federal agencies provide alcohol and other drug abuse services to their employees.

As a joint command, HQ, U.S. Southern Command prevention programs are administered by The Department of the Army through U.S. Army Garrison - Miami IAW Department of Defense (DoD) Directive 1010.1 and U.S. Army Regulation 600-85, Army Substance Abuse Program (ASAP)

Alcohol and other drug abuse among DA personnel cannot be tolerated due to the profound affect upon personnel readiness, safety assurance, and ultimately our military defense capability.  The primary objective of the ASAP at U.S. SOUTHCOM is to provide the substance abuser assistance, with the ultimate objective to restore them to full and productive performance.
