Civilian Deputy to the Commander,
Foreign Policy Advisor (POLAD), United States Southern Command
Ambassador Carmen Martinez assumed duties as Civilian Deputy to the Commander and Foreign Policy Advisor, U.S. Southern Command, Miami, FL, in October 2011. As Civilian Deputy to the Commander, she is primarily responsible for overseeing the development and ongoing refinement of USSOUTHCOM regional strategy as well as the Command’s strategic communications and public affairs activities. She also plays a key role in interagency and business engagement. As Foreign Policy Advisor, she advises the Commander and other principals on U.S. foreign policy issues linked to the region and supports the Command’s relationship with the Department of State and U.S. Embassies abroad.
Ambassador Martinez has headed two U.S. missions overseas - U.S. Embassy Lusaka, Zambia (2005-2008) and U.S. Embassy Rangoon, Burma (2002-2005). She was on the faculty of the National War College, Ft. McNair, in Washington, D.C. (2008-2010) and also served in several positions in the State Department’s Bureau of Human Resources. Her other assignments include serving as Principal Officer at the U.S. Consulate General in Sao Paulo, Brazil; Deputy Chief of Mission in Maputo, Mozambique; Principal Officer at the U .S. Consulate in Barranquilla, Colombia; Chief of the Consular Section in Quito, Ecuador; Consular Officer in Bangkok, Thailand and Caracas, Venezuela; and Political Officer in Sao Paulo, Brazil.
Ambassador Martinez is a career member of the Senior Foreign Service with the rank of Minister-Counselor. She has received the President’s Award for Meritorious Service and several Senior Foreign Service Performance Awards. She has also been awarded the Order of Bolivar for Civil Merit from the City of Cartagena, Colombia; the Medal of Brigadier Tobias from the Military Police of Sao Paulo, Brazil; the Sovereign Order of Civil Merit from the Center for Cultural and Business Integration, in Sao Paulo, Brazil; and the Medallion of Zumbi dos Palmares from the Afro-Brazilian Society for Social and Cultural Development in Sao Paulo, Brazil.
Ambassador Martinez earned a Master of Science degree in National Security and Strategic Resources from the Industrial College of the Armed Forces, and also holds a Bachelor and a Master of Arts degree in Medieval History from the University of West Florida. She speaks Spanish, Portuguese and Thai.
Ambassador Martinez is married to Victor Reimer and they have a son, Alexander Reimer.
