Finding a Home | Temporary Lodging | Advanced Basic Allowance for Housing (BAH)
- Assistance with Advanced BAH
  Posted 06/15/2021
  - When allowed by Service regulations, a Service Member’s losing unit commanding officer, designee, or designated official may authorize an Advance BAH payment to pay advance rent, security deposits, or initial expenses due to occupying other than Government housing. An Advance BAH payment may be authorized at any time during a Service Member’s tour at the location concerned or when a Service Member’s has relocated due to a Permanent Change of Station (PCS) order. Repayment of any Advance BAH should be at a rate of at least one twelfth of the amount advanced in equal monthly installments for the next 12 months.
  - J1 Army Desk: Advance BAH is initiated by the losing command typically 15-30 days prior to the PCS. The advance must be approved by the unit commander and is usually limited to 3 months BAH CONUS and 12 months OCONUS. The request is made through form DA Form 4187 (Personnel Action). If a Service Member requires Advance BAH once arrived at USSOUTHCOM, the process repeats itself. The POC is USAG-Miami at email: usarmy.miami.usag.mesg.usag-miami-milpo@mail.mil or (305) 437-1936.
  - J1 Navy Desk: Sailors will complete the Advance BAH Request form (NPPSC 7000/2 (04-2017), provide orders, and a pre-rental agreement with the actual expense. ADVBAH cannot exceed 3 months of BAH for any Sailor’s paygrade. Sailors E-4 over 4 years of service and E-5 and above are allowed to move off base. The advance must be approved by the commanding officer and can take 2 weeks to a month to process before any funds are received. The advance will be deducted from the monthly pay. The POC is Navy Desk at email: southcom.miami.scj1.list.maritime-service-desk-cppa@mail.mil or (305) 437-0736.
  - J1 Air Force Desk: All USAF personnel with a PCS to USSOUTHCOM will have the “3AB” Personnel Processing Code (PPC) identified on his/her PCS Orders. Prior to receiving PCS Orders, Airmen are required to contact their losing Finance unit and SOUTHCOM Garrison. The losing Finance unit will ensure the outbound member is briefed on options regarding Advanced BAH/Pay and concur that contact has been made with USSOUTHCOM’s Housing Office. If the member requires Advance BAH/Pay, then the member’s losing command will approve and process the paperwork. The advance will be deducted from the monthly pay. If Advanced BAH/Pay is required once a member arrives at USSOUTHCOM, the member’s Joint Directorate will concur prior to being signed by the AFELM Commander. Afterwards, paperwork is processed through the AF Desk to Patrick AFB. Processing times and payouts are dependent on the Finance Office’s workload. The POC is AF Desk at email: southcom.miami.scj1.mbx.omb-southcom-afelm@mail.mil or (305) 437-2176.
  - J1 Marine Desk: Marines are able to request Advance Pay/BAH, not to exceed 3 months during the outbound interview. Once the outbound interview is certified, the Marine will receive the advance in pay. In order to request an advance in BAH, or advance basic pay (both advances are not to exceed 3 months) the Marine at any other time, the request will have to be approved by the Commanding officer his or her designee, or another designated official. MARFORSOUTH G-1 will submit the request through the Document Tracking Management Service (DTMS) using a NAVMC 1116in marine Online (MOL) to the servicing disbursing office. The advance will be deducted from the monthly pay. Marines should reference DOD FMR, Chapter 26, par 260502 and DOD FMR, Chapter 32, par 320202 for additional assistance. The POC is MARFORSOUTH at email: usmc.miami.marforsouth-cg.list.snco@mail.mil or (305) 437-0780.
  - Civilian Advance Pay: Agencies may advance a new hire up to two paychecks so a new employee can pay immediate expenses that are normally incurred as a result of starting a new job and/or relocating to a new geographic area. (5 U.S.C. 5524a; 5 CFR part 550, subpart B). The POC is SCJ14, (305) 437-0886.

  Military Housing. The rental housing market in South Florida has a number of unique challenges for service members and their families, so it is imperative that service members contact the housing office well in advance of reporting to Miami.

The ID/DEERS Office is located on the first floor of the Installation Services Center. It strives to provide exceptional customer service while enforcing regulatory standards granting enrollment in the Defense Enrollment Eligibility Reporting System (DEERS), and provide Common Access Cards (CAC) and/or Official Identification Cards to authorized Service Members, Family Members, Retirees, 100% Disabled Veterans as well as Civilian and Contract Employees working on USAG Miami/US Southern Command installation.

NOTE: Person(s) 18 years of age and older requesting issuance of a DoD identification card must present two (2) valid forms of ID. Primary form of ID must be an unexpired picture ID. Credit cards, concealed weapons permits, student IDs and SOUTHCOM badges will not be accepted as form of ID.
